you're probably right... she could stop both of them... for a short duration, she could push them to the ground, but it wouldn't stop them from running off afterwards.

I don't see why Rainbow Dash can't carry ponies. Even if she can't carry the librarian or the sales pony against their will, she could still carry Pinkie Pie to one of them and then depart after the other -- you know Pinkie Pie will NEVER let anypony get away.
