Should've been the main antagonist, the guy is pure unadulterated evil. No moral grey area or greater purpose, just loves to kill people.
I loved that about him. The guy just grins through most of the game with this childlike joy that was just so much fun to see.
I don't think you can go a single scene with 'downer with having him flashing the most onions grin ever or chuckling at all the crap he pulls.
Imagine Sundowner DLC, his taunt consists of him grinning at the enemy, camera zooming right in his face, and casing them to go into a bloody rage only for them to walk right into his pincer blades/shields.
We need more Kefka-like villains in gaming, they know they're evil and love it.

Second-best character in the game, the best being Armstrong. Hee hee.Haha, me too! I don't know where a potential DLC would take place but maybe it could be Sundowner trying to take over Desperado by going after the owner before him (Armstrong ran World Marshal NOT Desperado). Tired of being a wandering merc, he decides to take it for himself and try to create the war economy of his dreams. It'll give you an excuse to fight cyborgs/UGs and who doesn't love Sundowner? Also, maybe Red Sun can play whenever he gets into a serious battle. MAKE IT HAPPEN PLATINUM/KONAMI!
