This is fucking awesome, brilliant.
But i think he still has that Rugged skin kind of look (Like Rugged Jayce Concept by a Rioter)
The effects you came up with are amazing.
The only downfall for me is the bulkiness, They only made Garen bulky because he was a tank, so more armor, I think he need to be more agile.

As far as the bulkiness goes, I personally viewed Steel Legion Garen as a kind of melee-tank space marine from Warhammer 40k (probably where the inspiration came from), and so for Steel Legion Jayce, I imagined him as a melee/ranged-hybrid space marine. Logically, like Garen, if you're going to get into the gritty face of combat in close melee, you're going to need to be well protected, so that's why I made him a little bulkier than his actual design would suggest.
Looking back on it however, If I had the time to re-design this skin, I'd redo Steel Legion Jayce with a much more thin-legged structure, kind of like the Justice League figures for Superman and Batman (huge torso, broad shoulders, very triangular thin-legged shape), both for the sake of being more agile, and also being a little more reminiscent of his actual design, which also dons that superhero figure. I'd keep the rest the same though.
The superhero figure would be perfect, I see exactly what you mean, bulky but agile.
