I think this cosplay looks really cool. I love the wig, the crown, the fins, and all the bracelets on your arms. The arm and leg pieces plus the bathing suit are an interesting interpretation of HIC's wetsuit look, and it mostly looks well made overall.
But I think that the tentacle skirt thing doesn't look as well-made as the rest of it, and it falls a little strangely, so it detracts from the overall look. I think that it was a cool idea, but perhaps you should try and give it a bit more structure - like putting a hoop skirt underneath it (there's a way to do that so it's not visible in the front. I saw it on tumblr once.). Also, since the belt around the middle that holds the skirt on is a little obvious, I think it would be cool if you could bling it up a little bit, to match the rest of the cosplay, by making it pink or gold or something.
These are just my opinions, and I hope that you find them constructive and useful. Overall I like this cosplay, and would definitely ask to take your picture if I saw you at a con! :)
