Idk, I just feel like they briefly dated or Steve had a thing for Cecil and it ended really badly.
Cecil doesn't seem like the type to resent his past relationships no matter how badly it ended.
I don't think he resents Steve because they broke up, I think they broke up because they couldn't stop fighting int he first place and it just never stopped.
If he always hated him then why would he date him in the first place
Nah, I just think he got sick of him as they were dating and he didn't really know him that well when they started out.
