Me too. My PC always was with someone else, but not with Anomen. I don't know why. I didn't trusted him, and his character annoyed me in 90% cases. But his personal quest was truly fabulous and complicated, one of the best in the game. 
Kivan romance works only with very patient players

I tried to keep him but not romance him but when that came, he just left the group in a huff and I can't bring myself to finish the romance.
I'm patient I always like to romance elves. Xan, Haer'Dalis (he technically counts!), Fenris, Zevran...I think I have an obsession...
