It's specified that Yao does have a connection to the Dwellers, but there's probably only a few he's actually interacted with up close, such as Li Xiao and Mei. As for the surname, I'm not entirely sure tbh. Cuz I mean, the surname might show too much of a nationality bias... hm.
You just make a new account and set up the profile page with important things - include an Index would be my recommendation so when you make journals that include stuff like your personal RP rules, character relations, etc you can use that Index journal as a quick way to finding those important journals. And then once you feel you've set up the account enough, you can go around watching other RP accounts. Many will watch you back, I'm sure. I can help advertise your account too, if you make one.

Whew~. Then it is all right then. I really don't think I'll give her a last name in her real setting. It's hard and it may get biased.
