I think people just need to find the balance between two extremes. It seems people are either showering a genuinely bad character with praise (Thus telling the writer that it's ok to make shit characters) or they're pummeling it into the ground (Discouraging the writer from growing or trying again). I think people should tell a writer if their character is bad, but not go off about how the writer is a terrible person for making a mary sue and should be shunned for life. Just a little comment on what they could improve on the character goes a long way.

Yeah, constructive criticism is the best way to deal with an amateurish character (or, if the writer isn't looking for constructive criticism, just ignoring the Mary Sue and moving on). Flaming is a terrible practice, and praising a character to the heavens isn't helping the writer in the long run.
