  Actually, there are two types of Citizens: the High Born, and the Low Born. The Former are descendants of Dominus the Half-Blood - son of both Human and Eldan union. The Latter are normal Cassians/Humans who act as the former's high-level servants in practice. The Lumina (the High Born) run the world and the worlds they conquer, while playing the petty games of Thrones (yes, I made that reference, don't judge me). But because of this, their treatment of other species that aren't in their circle of power is dismal to the point of blatant oppression, simply because they regard the Eldan as gods (they are/were NOT) and in turn they themselves demi-gods. Big egos leave little space for compassion, you know?

  Hence the creation of the Exiles whom which collectively flipped the space bird to the Dominion and ran off to live their own lives free of their control. Despite all the cruel, bloody, violent, megalomatic type personas driving the Dominion, you can't say the Draken women don't look hot! And they are.
