(I think) not...because opaque paint is applied to clear gel medium in intense layers, it should physically block light. The shadows are probably thrown by the light source on the right.

i don't understand is everything in the box painted under the water it seems like it's painted on the water (my head hurts)

It's not water. It's like... layers of thin very clear plastic poured on when it's liquid, then it's left to dry, and then they paint on it. Kind of like 3D printing in layers can make a model, the layers can make the fish look real when it's not. The clear plastic is called 'resin' - here's a link www.youtube.com/watch?v=k4q2Ar…
