No they cannot. It is achieved by making a wish upon the Lunar orbs. Which are planet Ensor's version of the dragon balls. And they can only make a wish if the dragon of the orbs, Junjou deams them worthy. Images and more info of Junjou and the Lunar orbs can be found in my gallery
