NORMAL Wigglytuff should. I've decided to leave those out for Amy's Wigglytuff form 1) to make her stand out from the usual Wigglytuff and 2) because those can be pretty annoying to draw. When making a character of a species, it's fun to think of stuff that would make sense for someone of their personality to have, and what would be left out.
