This kind of wheel station was very common in space art from the early space age. It was thought up and described pretty early on by space pioneers, long before Wernher Von Braun's Colliers articles popularized it as part of the upcoming US space effort and movies like 2001 showcased centrifugal gravity on the silver screen. I'm sure Russian space artists drew a lot of these too. 
By the way, is that laser the kneeling cosmonaut is using to weld simply a cutting and welding tool, or is it a laser carbine being used as such? Such a powerful laser could be used as a weapon in certain situations... and it has a very gun-like shape.
