I know it's mean, but I don't communicate or fav+ stuff from folks that are "popular". If I see a deviation, I have to see how many page views it received on that day, if it's a lot, I don't fav. I believe in giving the unknown artist more exposure than giving someone who's already popular more exposure.

Most people don't have such "complicated" rules for faving and watching people, though.
They don't see it as a contest of whoever deserves what. They fave work because they want to make a nice collection of art (that inspires them). And they watch people to not miss out on important updates of the work they like.

If a person wants to get popular, they shouldn't have to go through all the steps you listed. The art should speak for itself, especially if it's good quality. I see people all the time on the forum asking "how do I get popular"? and the reason is evident. Because the art they are uploading isn't 'good". But then again, at the rate I'm going, it'll take me till the year 2115 until I reach 1'000'000 page views!

If you think good quality equals popularity then you're terribly mistaken. 
Just look at the music industry for example. There are many good bands that go largely unnoticed because they don't have a huge marketing budget, and there are many bad artists that are in the spotlights all the time because they have a good PR manager.
