Yeah, something that would simulate the registration error on an offset printing. Kind of like an old magazine.
But you would shift three channels, not just two. And the overall effect would be different, because the RGB system is an additive color model and the CMYK is a subtractive color model, which means that combined, the colors tend to black rather than white.

It may or may not look good, though. It's been a long while since I did that. But I'm sure that you could do something waaaay better than what I could.
