Well, it's a vector oriented tool, so yeah, you can. It is limited compared to Illustrator or Corel Draw, but you can still produce good stuff with it. It used to be my only digital art outlet.

Yep, Powerpoint is based on vectors, just as Illustrator (only the later is WAY more complete)
