The process is pretty usual. Idea, sketch, hard work for a lot of hours. Nothing special.
The second question is a difficult one. I'd say there is no real difference. You can't make "exquisite" pixelart if you can't draw or paint a "normal" one with comparable qualities. There is certainly some kind of specifics within limited palettes and the need to express "much in little", but this is scarcely exclusive for pixelart.
