Amazing, a new character!
She is extreamly beautiful and i love her dress. The design and everything is so amazing. Did you design the dress? it is purely outstanding. I agree with the flying-wish-dress thing, omg i could not do that (hmm... can i fly? XD)
Yay, royal purple :dance: Purple is my fave colour by far.

The sign thinginy on her dress looks like the one Menetnashte has. It is amaizng =P

Beautiful piece of art and a great design, you should be proud of this :) I don't know much about the era, but it seems you have pulled it off well. The shade looks well with the character, giving her a very regal and creepy air about her. The mood produced reminds me of the manga "The dreaming" (not that i'm comparing your work to it's but it did remind me of it)

It's all a very striking effect, very well done. :D

proportions, body shape, and shading all nicely done as well.

She's pretty, a look a little like goth dragoness -and I've a fancy for classic Victorian era attires (donno why):+fav: I'm not familiar with the name... could be derived from "Zilpah" or "Zelpha" which means "frailty" in Hebrew.
