Indeed, a simple cel-shaded style could easily make her "pop" and still show the "flawless" look that a goddess would have. Though I think regardless of if it's colored or not, a picture like this needs to follow the adage of simple being better: The line art is simple, the colors need to follow suit.
The awesomeness of this should not be understated. Bravo, sir, bravo.
