Post-Apocalyptic era. The mother ran away from a corrupted totalitarian utopia (population ~20,000); the only contemporary city left (she believes), where all civilians work day and night throughout, to make it a bigger more powerful society [so that the government's ideologies will eventually spread over the world.] Most of the population are unconscious of how all economic and social activities are all connected to the government, though it's very obvious. they 're all are drugged to reduce their intellect, by having a needle inserted unto their neck.
They have to be drugged often though, or else the chemical will eventually wear off.
In the case of the mother (a scientist), one day she was contacted by the government who stated her baby had to be confiscated and she were to never see him ever again. She complied in her response but it always bothered her. The moment she regained her awareness one day while sitting in the doctor's office, she began to question things and realized there's something suspicious going on. She "defended" herself against the doctor who would have given her the monthly dosage of the drug, knocked him unconscious and placed a fake band-aid on her neck to pretend everything went as planned.
I feel like Im writting a whole book, so I'll try not to be so detailed.
Anyway she kidnapped her own baby (who's immune to the drug) and ran away out of the fortified city into the wild where's she's being chased by special armed forces.
She will then be rescued by a Russel Crowe looking guy who lives in the wild with a couple others. They were planning on making a rebellion against the city. But first they need to unite with other post-apocalyptic tribes scattered throughout the wilderness to form an army of thousands strong enough to fight.
they win in the end, mother and guy for in love in sake of generic romance. And there'll be a sequel to this story where the baby is now a teenager with dead parents and a little sister. He'll be the main protagonist against the totalitarian propaganda government which somehow rose again, and for a super plot twist at the end, own of his parents wasn't really dead, his father was captured and turned to the dark side. /Star Wars
The axe is a fireman's axe, there is a canister with the radiation symbol on it near her feet, her belt is all glowy, there is still an identification tag on the baby's arm, there is a dressing on the lady's neck and she's in the ruins of a city.
