I'm going to go with a post apocalyptic world where the air is unbreathable. New humans were being bred to adapt to this situation. All had failed except for one, and she had been raised as a lab rat. After a dalliance with ...I dunno, a janitor, she got knocked up. Knowing her child would be subjected to the same horrible life as her, she broke free during some testing (which explains the neck bandage) taking the newborn child with her. Her bracelet contains the location of her birth father, in an ancient language only she can read. She has also taken the original source material of her original ability, an altered genome, so that nobody else could suffer the same fate as she did. He's off beyond the old city limits and she must take the child there. Meanwhile, her escape is noticed, and guards are sent after her. She manages to relieve them of their weaponry and keep one sidearm for herself, but one guard finds an old axe amid the ruin. While he is under orders to retrieve her alive, his pride pushes him beyond his duties. He'll bring her back, alive or dead.

The apocalypse brought about much savagery, with the millions dead used as bricks in building makeshift shelters to shield survivors from the endless storms.
