The hair highlights are just an opacity mask on a shape and then a circular gradient to make it appear to be fading.
The eye shadow took the most time. I started with the base dark green color. Then I made a small sort of circular bright green shape in the middle of the eye and lowered the opacity to like 10 %. Then I duplicated that bright green shape and stretched it out a bit so its bigger than the piece under it. This makes the first piece brighter, and the new piece has just the 10% opacity. Do that a few times and you get a cascading effect that looks like like a smooth shade at first glance. then I added a white circle to the middle of the eye, and did the opacity mask gradient again to make it look like a shine, and lowered that opacity and stretched it out to make it shade. And then i just added a bunch of green speckles lol.
