S/he probably has mycoplasmosis... My previous pair had it. It's an untreatable condition (you can really only treat the symptoms, the sneezing/sniffles temporarily with antibiotics,) but it can be manageable with a low stress environment and frequent cage-changes. Although that particular article paints a pretty gruesome picture, I've had 4 rats with it, and most lived to their regular life-span. (2 1/2 years for my boys, who both developed unrelated tumors, and close to 3 years for my other male, who also died of unrelated cancer. My first one had it, she passed away at 5 months, but I had introduced a -very- sick kitten into the household, and I'm guessing this is what killed her...)
