A lot of similar issues as your last one present themselves here. He's little on the monsterous side but a good sense of anatomy would make him believable.
The head needs to be fully attached to the neck, right now it look slike its falling off, or going to. The eyes and nose are too high up on the face or there's simply not enough forehead. The hairline needs to be higher up and given more of a fuller look- right now its rather limp (which i trust is what you were going for) and will not ocver his whole head.

again i can totaly see what your pointing out, necklines have always been my problem, ad for the arrangement of the face, as in eyes, nose and all that, yeah i do need to wokr on that, which i have been, and as for hair i never been able to get that right, but again i have been working on it
