Actually, there's a couple of tickling scenes in that show:

1) The Heart of the Jungle: Pablo, Tyrone and Austin are being tickled by the "can't see them" bugs.

2) The Swamp Creature: Pablo is being tickled by a swarm of flies.

3) Super Secret Super Spy: In this movie, there is a tickle torture scene involving Pablo apparently.

Yes, as far as I know. I never really was into the cartoon myself but I'm trying to grab a hold of those two scenes. Apparently in the spy one, Pablo claims he's not ticklish so doesn't get tickled... but he's lying.
