It is intended to look like a stage where there is a bit of smoke in the air. I did some experimenting with the deferent kind of blurring in Paint.NET. I also tried to put in a bit of noise before blurring. I used some time on this, bit that is what makes it fun.

sometimes for smoke I use a very very light radial blur in along with the noise.
