Case and point, the changlings had an army and clearly declared war, I don't care who you are an invasion is an act of war. They didn't do indescriminent attacks to stir fear amount general population. The Iraqis never invaded even when they still had a standing army under Hussain.

But the point still stands, the Changelings are more comparable to a fast moving army that launched a full scale invasion in manner that would deliver swift decisive victory. Vs. A militant group of extremist that attack in patterns to only incite fear without actually taking territory in an attempt to unstable the peace.
