It just so happens to be in the Complaint section because it's a--surprise!--complaint. Go figure!
Go outside and take a look at the sign. The one that says Complaints. Then read what it says under that. The part about not expecting anything to change 
Just because a person shouldn't expect a change to happen shouldn't mean that a change isn't possible.
