I kinda think neither Scandinavia and the World nor Hetalia describe Finland not really accurate.
In recent trends, Japanese people love Finland, that's maybe the reason Himaruya describes him as cheerful, talkative, and being so kind. While in SatW, he is cold, silent and even harsh as rude, nearly becoming a kind of a black sheep.
I believe in SatW silent part, and Hetalia's kindness together. Finland is actually like Japan, just without the asian values. Notably silent, but willing to be kind and sincere to others, just very reserved. That's might also be the reason why Japanese people favor Finland as well. They probably didn't fell they were too silent. It even suits them.
