Practice. Push yourself no matter what level you feel you're at. That's pretty much all it takes to get better. It's a long, grueling process of failure and trying to get yourself from giving into self-doubt. Draw from real life using references, take breaks and do quick cartoons. Have fun doing it. Focus on one thing at a time if you want and focus your energy on improving one thing (example: just draw eyes/mouths, legs, hands) look up speed paints to see how other people's processes work..... ehhhhh tutorials online help a lot if you like one person's specific style to use a base before you branch out your own unique style.
