I thought this tutorial would be more helpful with the style of art you have posted so far. Although it has a bombardment of popups. I apologize for this.

Also, the deviantart member "lucky13" has excellent tutorials for things like vector images and more advanced projects. However, attempting these will make you infinitely more familiar with photoshop, and he has video and audio tours making it all extremely easy to follow.
