Well tvPaint is a good animation program, but it costs money. But you can download the trial for free.
And if you want to use that animation program on oekaki.nl, here are instructions:
1. Make an account (on the empty square in the top right corner, all you have to do is your name and password twice)
2. Go to the homepage and click the button with a pencil on it and choose animaki to make a new animation.
3. When you upload it, you'll see a panel with a lot of buttons (if you're still logged in). But all you need to know is "verder tekenen" (continue), or the download button, which is the downward arrow.
4. If you come back later on the homepage and logged in, you can see your animations under "jouw account", if you click on one you'll see the panel again.
^this is everything you need to know.
