For resizing, I use photoshop. You go under image and click on image size. From there you can change the size of the picture.

For maximum size, I think it depends on your judgement. I just pick a reasonable size where it doesn't seem too big. Kinda vague response but all I can say is use your judgement, it's your picture after all
