Yup. It was started by Bane. It almost went to hell thanks to a Sith Lord turned to the Light called Gravid, setting the Sith back for over 500 years. The final ground works was laid out by Darth Plagueis and his Sith apprentice, Darth Sidious. The results of their work was seen in Episode III.
