In TC there's a few areas outside of Xenon that openly use genetic modifications, and gene splicing at birth. Usually the at birth thing is decided on by the parents though, as splicing itself needs to be done early enough, or have extensive equipment for late splicing.
Splicing can have what would have normally looked human ending up looking different all together. though usually the splicing isn't carried over to the next of kin. Usually.

As for mods Well, people have modded an extra set of arms to them, extra sets of eyes. You can mod cat ears and a tail. People make themselves look like a demon, by modding horssns on and a tail. Coating bodies with hair, sharper teeth, pointy ears, change of eye color...
In the end most Genetically altered humans still end up having the same human base, but just shit added to it. The mods aren't genetically passede down to next of kin
