Lmao, I'm trying to think of what episode you're talking about. Hnggghhh, why am I drawing such a blank. The only thing I can kind of remember that was like that was when Worf's human brother was saving people from some crappy planet, and Picard was all butthurt that it was in violation of the prime directive. So he'd rather just let a bunch of people die, lol.

Ooooh yeah, okay. The reason I couldn't remember it is because I really hate seasons one and two and avoid rewatching them at all costs (with very few exceptions). Well actually no, sometimes Otter and I will watch them just to make fun of them, haha.
Picard is such a dick. Captain Kirk could blatantly violate the Prime Directive for BAD reasons, yet Picard can't make exceptions for good reasons. And I don't get why he finally DID make an exception in that case, and then threw a bitch fit when Worf did it in season 7. I guess he was having borg PMS that day.
