Also, you should probably drop by [link] for their free tutorials. When you see all the basics and stuff, I recommend starting out like I did or something. Studying DBZ. After I got the fundamantals from DBZ, I went on to stuff like Tenchi Muyo. Yup.
ALSO...that depends on whether or not you want to do ANIME/MANGA style art. You could just as well do any other kind of art style (realism, photography, or just freestyle cartooning). It's really up to you.
