You're asking me, you wonderful marvel comic artist you? oo;

With a background in rain, I guess with your pumpkins and all, I would suggest that if they are indeed in the back ground, then there would be some sort of mist or some sort of blue airbrush at 50% opacity (Change to your liking) over it as some sort of mist or something to give it the feel that it's in the background. The rain is basically just lines coming down, right? Well, I just took a small airbrush paintbrush tool in Adobe, squiggled it around, and then motion blur-filtered it at a high number on vertical, and gave it some vertical lines against the background. You can mess with layer settings for that, too. And then with the water, all I really did was just polygonal-tool select the area of the water, copy the layer, then set it on screen. For rain impact, add a nice little white airbrush overlay, or a light blue screen, and then maybe a one pixel brush in white to add little splatter drops or something. nn; Hope that helped!
