A Fractal is a strange mathematical object. Commonly, the term fractal means "a picture generated using iterative mathematical formulas" such as Mandelbrot formula, using complex numbers (like 7+3i, 7 is the real part and 3 is the imaginary part, i is the square root of -1, so i*i=-1 :O_o:). But the math part of the problem is just there to be used in softwares that generate pictures using these formulas. Used iteratively, they define regions that you can color using your own imagination (gradients, contrasts...). In a fractal picture, you will find the same pattern at different levels of zoom. A good way to handle the concept of fractal is to download a software and zoom in and out in the Mandelbrot set. Advanced programs use corrective parameters in order to create better gradients than successive bands of colors, so as to have a smooth gradient. Fractal eXtreme does not smooth gradients, where Ultra Fractal can do it. I hope this was a comprehemsive explanation.

Let's simply say that fractals are picture mathematicaly generated by programs, and coloured by users. Users usually don't mess with maths. But if a fractal artist want to create variations of fractals, he does it changing numbers in the equations, or choosing other coordinates. The best way to understand fractals is to play with a fractal generator. Enjoy ;)
