Yes.
Although I am thinking about making up a few 'involved' or 'non-standard' OCBs where we only need a small head count to get going.

How would those work?
I'm going to vote for the second option.
Well, let's take the "Batte on the Rizen" OCT I thought of; you create a small medieval style army (40-60 soldiers) and fight for one of two warring counties. Each battle you fight in is a mission your army has to complete which will involve resistance from an opposing army. Win and you'll get victory points. Win with style (having a particularly clever plan for example) and you'll gain even more victory points. The army with the most victory points at the end wins the war.
Unlike other OCTs, if you lose you're not out. You stay in with your army and fight another round.
With something like this I may only need 8 to 10 people to play.

I saw this tournament last night and was planning on entering a character. The deadline (which seems to be in reconsideration at the moment) was August 10th, right? I'll hopefully have it up tonight, but if not, I'll at least have the written profile of it up by then.
