I've heard that the reverse can work quite well too. Making the sprite first and base the artwork on that... what's your opinion on that theory?

I've tried that too. In general I find that tiny drawings lead to better designs. Or large ones using a crayon. Or... like this one where I try to go for deliberate low detail and maximum readability. I think its different ways of getting the same job done. So, what works for you is probably best but I like both approaches. Also, I might do a drawing if someone else is going to make the sprite, just as a way to communicate.
