I always imagine the Institute to be based off generally good principles, and made up of good people, but with very restrictive rules and regulations and too much red tape when it comes to relatively insignificant things, hence the text at the bottom.
You can understand them wanting to take every precaution when it comes to time travel, but they take every precaution when it comes to something as small as an informative poster!
