I do neither actually :D before I draw my actual comic pages, I usually make smaller, thumbnail-sized versions of the pages, called storyboards. Here I decide where to place the characters and speech bubbles, which amgles/perspectives to use, and what size and shape the panels/boxes are going to be. Then I transfer all of this in proportion onto an A4 paper, which is the size of the actual page :)

Oh aweome! Thanks so much for sharing! That is super useful! You just saved some trees lol because I would have been a dummy trying to make everything on the actual sized paper and would probably scrap a lot of them ^^;
