Ah that might be why. Photoshop Elements 7 or higher. What do you have?

Well I'm sadly not an expert with Photoshop or it's different versions. I originally made this brush in Photoshop Elements 7. Since then I have had CS3, CS4 and CS5 and this brush has worked in those versions. I'm really not sure how to help you but I wish you luck.
