nope. they messed something up from cs4 onwards in brush settings. the blender can never blend as good as in cs3. i have tried installing latter versions of photoshop (cs5) and i remade the brush from scratch in their new settings, but it doesn't work like it works in cs3, something went off in the settings, i dont know if its the scattering option or something went off when they remade the whole interface. its a shame because this was a very easy brush to make that gave maximum quality results.

its really a shame... you can try and make it using these instructions, i think it will still blend, but its not as efficient as it was in cs3.
I tried tweaking on cs6 but no joy. I'll give it a try and download cs3.
