Not that I know of.
But basically I have a few tools for modding Elder Scrolls games. Specifically Morrowind and Oblivion. I don't actually do any decent modding but I can point you to some tutorials and other resources to get you started. Also most people use Blender for the 3d modeling. I even have a specific version for Blender for generating Nif files for them. But if you don't have Elder Scrolls then I cannot really help. If you want to know all of the games that can be modded then I would check out the Nexus Mods site.

Perhaps when things get set more in stone for the SSE version of Skyrim, but sure. I wouldn't mind creating for that community.
