Yes they do have duck features, Golduck is also based on a kappa if you didn't noticed yet.
Anyway about Ludigator itself, I don't like it that you brought the features from Ludicolo back, the hat and the hair, which are its main features. Instead you should've started from scratch. Transforming a Lombre to a completely new evolution while forgetting about Ludicolo.

Funnily enough, the hair tuft was the most recent addition to the design in order to help keep with the continuity of the line. The hair is also my least favorite part, but the zigzag stripe I liked.
