to bad they rushed S2 at end, but if they made S3 if you already don't know Misaka will get rival...that Itsuwa girl which is more open with Touma 
Oh, and well, I don't know much about Itsuya except that I heard about her somewhere else. I'm pretty sure that she might appear in Index III (Which, I guess would be based on later volumes of the novel. Maybe covering the WWIII?), but seeing the pattern, which is Index-Railgun-Index II, maybe the next one to be out might be the second season of Railgun (Which, I believe would cover the sister's arc from the manga), but then, who knows?
Only thing that might come from Railgun is OVA...Railgun is Index spin off and is based on manga ...anime covered most of story

Actually, there's already an OVA first released in late 2010. Too bad that it doesn't cover the sister's arc at all.
