No they count as communists who wanted to replace all extant power structures with the state. That had nothing to do with not believing in a god, it had to do with wanting no opposition to the own power structure. At worst you can call them anti-theists as there actions had nothing to do with a lack of belief in a god, which is as we've already discussed, is what constitutes atheism.
