You can make your own shirts in Rock Band?
Yessir. It's the same process that you would use to create your band's logo or the tattoo design interface.
When you are selecting a shirt from your closet (the shirts you have already won or purchased) a prompt will appear on the bottom of the screen for qualifying shirts. Something along the lines of "press _______ to apply art" (I cannot recall which button it is... maybe yellow?). From there it is very well explained in-game.

Are you asking if I got them from an online tutorial somewhere? If so- Nope.
All of the shirts in my Rockband gallery were made by me. I pulled a reference picture from where (online, dvds, music cd, etc...) and then went to work one layer at a time. I've been using their editing program for a while some I feel pretty confident with it.

I've been meaning to look into that. I just have NO idea how to record things like that and upload. I can barely manage Deviant. =]
